Council adopts Historic Preservation Commission work plan; staff to update historic-resource inventory and context statement

The Community Development Director presented the Historic Preservation Commission’s first annual work plan since the commission’s scope was narrowed to focus on preservation. The plan prioritizes a cultural-resources element for the general plan update, completion of a historic-resource survey and context statement, and potential listing recommendations for historic structures and districts.
The director said the commission will review the context statement and help guide updates to the historic-preservation section of the municipal code, including incentives and clearer regulations. Council members raised questions about an existing inventory, how historic listings might affect affordable-housing projects, and the 45-year threshold for historic-resource consideration. The director said all structures 45 years and older will be surveyed for eligibility and that context statements will guide determinations of historic significance without automatically "encumbering" properties.
The council moved, seconded and adopted the work plan unanimously. Staff said they will continue community outreach and coordinate with local historical societies, state parks and tribal stakeholders in preparing the context statement and inventory.
