VTrans, consultants brief TAC on draft statewide rail and freight plans and VPSP2 screening tool

VTrans staff and consultants presented draft initiatives and a screening approach for the Statewide Rail and Freight Plans, and invited feedback from the TAC on the early-stage analysis.
Zoe Neaderland and Dave Pelletier of VTrans introduced the project. Consultants from Cambridge Systematics and FHI described background, goals, and a revised screening tool developed through the VPSP2 (VTrans Project Selection & Prioritization Processes). The team said the VPSP2 screening categories are being trialed on these plans and requested suggestions to improve the tool.
Presenters described a 20-year modeling horizon with 27 potential growth scenarios. TAC members asked about environmental oversight, particularly the movement and storage of hazardous materials and how stronger local environmental guidance could be considered. Zoe Neaderland said the planning team recognizes hazardous materials as a major concern and recommended regular coordination to strengthen partnerships and oversight.
Technical issues raised included upgrading track to meet a 286,000-pound freight rating and low clearance under the North Avenue bridge between Burlington and Essex; presenters noted such upgrades could require funding and easements. Members discussed whether the plan would preclude commuter-rail concepts; Zoe said the plan does not prevent such concepts but that commuter rail is not a specific implementation item in this update.
The team noted an upcoming Rail Advisory Council meeting and a second virtual town hall on Dec. 17 and encouraged TAC members to provide suggestions for improving screening metrics and environmental consideration.
