TAC endorses draft FY27 planning program after staff outlines funding shortfall and scope cuts

The Transportation Advisory Committee (TAC) of the Chittenden County Regional Planning Commission endorsed the draft FY2027 Unified Planning Work Program (UPWP) and recommended the program to the CCRPC Board for adoption following a public hearing.
Marshall Distel, CCRPC senior transportation planner, presented the draft FY27 UPWP and an overview of funding trends, project categories and staff adjustments. He said consultant-funded transportation planning allocations peaked at roughly $2.66 million in FY25 and are forecast at about $2.2 million for FY27, reflecting the drawdown of previously accumulated MPO funds. Distel told the committee that total requests approached $2.7 million while available consultant-funded dollars were about $2.25 million, creating a funding gap staff addressed by using carry‑forward funds, phasing or deferring projects into future fiscal years, and shifting some work to in‑house staff.
Staff identified specific adjustments to align the program with available funding: deferring portions of the regional active transportation plan and the Shelburne Road master plan, reducing the scope of a rural transit funding study, and scaling back some transit planning requests to match eligibility. The draft UPWP and project list were included in the meeting packet for member review.
Jack Evans (Local Motion) moved that the TAC endorse the FY27 UPWP and recommend it to the CCRPC Board for adoption at its May 20 meeting, following the public hearing at 6 p.m.; Chris Yuen (Essex Junction) seconded. The motion passed unanimously.
The CCRPC Board is scheduled to consider the TAC’s recommendation at its May 20 meeting; the TAC packet notes the public hearing for the UPWP will be held that evening at 6 p.m.
