Planned Madison Place subdivision could add ~100 students; district unveils public enrollment‑zone map

South Central Planning and Development presented an impact analysis for Madison Place, a proposed single‑family subdivision of about 182 lots on roughly 50 acres in the Hanville attendance area. The consultant said the three‑phase build‑out would likely produce about 500 residents when complete and, using parish age‑cohort shares, might produce roughly 100 school‑age students distributed across elementary, middle and high school cohorts (about 30–40 students per feeder level). The consultant said Luling Elementary would see the largest utilization increase (projected about 86% in the model); RK Smith Middle and Hanville High were projected at lower utilization (about 71% and 68% respectively in the consultant’s example).

Staff cautioned that capacity modeling relies on district inputs such as room counts and special‑program uses and that those inputs need refinement. District staff said early‑childhood reallocation (pre‑K and site‑based early learning) will also influence capacity at Luling and neighboring schools, so finalized numbers will follow once program allocations are set.

Administrators also demonstrated a new interactive enrollment‑zone map that will be publicly available after the board formally adopts minor boundary cleanups by resolution. The web tool allows users to search by address or use device location to identify the assigned attendance zone and schools; staff said the map will reduce calls to school offices and will be linked from the district website once the board accepts final edits.

The board did not make a rezoning decision at the session. Staff recommended monitoring enrollment as the subdivision phases in and said rezoning or additional capacity planning would be considered if utilization rates approach thresholds.
