The MSD Pike Township School Board voted on March 12 to seek bids for the Nathaniel Jones Early Learning Center expansion and to engage a construction-management advisor. During discussion, trustees questioned the selection process and sought additional vetting documentation from the recommended firm, Core Construction.
Board member questions focused on reference checks and minority participation in subcontracting. Core Construction—identified during the interview process and described by a district staffer as an experienced K–12 builder—was presented as the construction-management advisor rather than a self-performing general contractor. The district said the construction manager will review bid packages for responsiveness and recommend responsible, responsive bidders to the board.
Trustees also raised concerns about inflation and the impact of adding building space to the district’s operations budget. Staff responded that the district maintains an in-house energy manager who tracks monthly utility use in a system called Energy Cap and that LED upgrades and other efficiency measures can mitigate ongoing operating costs.
During the selection reporting, staff acknowledged they had not yet included all subcontractor-reference scores in the materials and committed to supplying the missing references and scores to the board before final award decisions. The motion to seek bids passed by voice vote; the transcript records at least one opposing vote.
Why it matters: The Early Learning Center expansion increases district capacity for early‑childhood programs, a stated priority for board members. The contractor-selection process, reference checks and efforts to encourage minority-owned subcontractor participation drew sustained board attention and will be part of the board’s procurement oversight when bids return.
