City staff presented a recommended five-year implementation plan for the economic development strategic plan and the council voted March 17 to approve Option A.
Assistant to the city manager Denise Garcia said Option A prioritizes foundational, achievable initiatives executed with existing staff and limited consultant support. She said the city will issue a request for proposals for on-call consulting services if council selects option A and estimated consultant costs at roughly $100,000–$150,000 per year. Option B, she said, would be a fuller program requiring new staff positions and significant ongoing funding and should only be considered after the FY26–27 budget is reviewed.
Council members expressed support for starting with option A while evaluating whether a dedicated economic development staff position should be added later. The council approved staff’s recommendation and directed staff to carry out year-one initiatives under option A.
