Belmont authorizes preliminary engineering for Island Park sea-level protection; staff to negotiate A&E agreement

Elizabeth Wada, senior civil engineer in Public Works, described Task 1 as preliminary planning that will produce alternatives analysis, stakeholder outreach and a 10% concept design. Wada said the project’s long-term goal is “putting the Island Park neighborhood from FEMA zone AE back to zone X,” meaning the neighborhood would no longer be classified as a high-risk flood zone under FEMA mapping.
Wada and staff identified Schauff & Wheeler as the prime consultant and Civic Edge as a subconsultant to lead community engagement. Staff emphasized Task 1 would provide technical information and alternatives and “doesn't commit us to any construction.”
Council discussed funding; staff said project savings in Measure I capital funds allowed the midyear appropriation to bring $250,000 to the project. Council then moved to authorize the city manager to negotiate and execute an architectural and engineering services agreement with a not-to-exceed amount shown in the proposal (transcript text: "$208,000.787"). The motion passed by roll call vote 4–1, with Councilmember Jordan absent.
Staff noted the Redwood Shores project is being led regionally by Redwood City and includes coordination with San Carlos and other stakeholders; future phases and construction funding will require additional decisions and approvals.
The authorization covers Task 1: preliminary planning, community outreach and alternatives evaluation. The council did not vote on construction or design beyond the preliminary scope authorized at this meeting.
