Planning staff explained the applicant’s request to amend condition five of the original site plan resolution, which prohibited construction activities on the property from Nov. 15 through April 30. Under the proposed amendment, indoor construction and remodeling would no longer be restricted to that seasonal window. Staff and agency notices were included in the packet; Game & Fish had expressed concerns about removing wildlife stipulations entirely, and the state fire marshal and electrical inspector provided technical comments but no blocking objections.
The applicant and their representatives described ongoing wastewater sampling and communications with Wyoming DEQ about permit levels; engineering representatives said sampling continues quarterly and that initial elevated phosphorus readings are believed to reflect background levels, with continuing monitoring planned in coordination with DEQ.
Commissioners discussed wildlife, fairness compared with other property owners in the North Fork area and the need to maintain previously approved conditions. After deliberation the board voted to amend condition five to allow indoor construction and remodeling year‑round while preserving other conditions in Resolution 2023‑22 and requiring continued compliance with Park County development standards.
The amendment allows the park owner to do indoor work during the off‑season but keeps outdoor construction and commercial operations restricted by the earlier seasonal prohibition. The board closed the public hearing and approved the amendment with staff‑recommended conditions.
