- Ordinance 4278A (Food sanitation / Food Truck Freedom Act compliance) and companion resolution: Council adopted ordinance 4278A (emergency clause) to bring local food-service code into compliance with the state Food Truck Freedom Act (effective Nov. 1, 2025) and approved a companion amendment to Appendix A removing municipal permit fees for state‑permitted food trucks while preserving permitting for operations in city parks.
- Contract awards: Ross Construction LLC and Good Concrete Finishing were approved as the lowest and/or best bidders for asphalt milling and laid-in-place concrete services, respectively, for FY 2026–27 (staff recommended). A demolition/abatement item for 26 Broadway was struck from the record at the request of staff.
- Final payment: Council authorized final payment to Cook Consulting LLC for the North Country Club drainage project (project #202411); the amount listed in the agenda appears garbled in the transcript and will be confirmed in the packet/official invoice.
- Fleet purchase: Council approved purchase of one commercial-use sanitation truck from River City Hydraulics via Sourcewell (listed amount $221,421) to replace a vehicle declared a total loss; staff said a 90% insurance reimbursement will be applied and the totaled unit will be retained for parts.
- K9 retirement: Council approved retirement and surplus of K9 Max to his handler, Officer Taylor Hignight.
