The proposed work includes flow monitoring, smoke testing, line cleaning and CCTV inspection to locate defects and to inform a capital-improvement plan. The presenter noted the city lacks the specialized equipment and manpower to complete this scale of testing in-house.
Council members asked about funding to perform repairs after testing; staff responded that capital needs will depend on findings — isolated fixes (for example uncapped laterals) may be inexpensive, while mains requiring replacement could require a larger capital plan. Council approved the contract authorization by roll call vote.
