The Palm Desert City Council on March 26 authorized demolition of the Parkview office complex and directed staff to reissue a progressive design-build request for proposals after a contractor’s validation placed costs for the proposed new library far above the city’s $30 million budget.
The council’s decision follows a validation report from progressive design-builder Tilden Coil that returned an early-stage construction estimate “just over $49 million,” according to Ryan Lamb, senior project manager. Lamb and Jess Colepepper, director of Capital Projects, told the council that interpretation differences at the schematic-design stage, conservative early-phase estimating and conflicting benchmarking data drove the variance.
