The Commerce City Council on March 23 authorized publication of a request for proposals to secure a parks grant administrator and then approved professional selections tied to a Community Development Block Grant (CDBG) downtown revitalization project.
Parks: Parks staff described prior work to complete prerequisites for competitive Texas Parks and Wildlife grant applications — including a parks master plan and maintenance plan — and asked permission to publish an RFP to secure a parks grant administrator; council authorized publication and set a bid deadline of April 24.
Downtown CDBG: For the downtown revitalization Main Street program (administered by the Texas Department of Agriculture), staff reported that only one responsive bid came in for grant administration. "We scored them with a total score of 255 points out of a maximum of 300," staff said and recommended awarding that contract to Grant Works; council approved the recommendation.
Engineering services: Because the grant requires engineering and project‑delivery qualifications, the council considered three qualifications‑based proposals and awarded engineering/architectural/surveying services to SPI, the highest‑scoring firm, to prepare project plans and support application and implementation phases.
What happens next: staff will execute contracts and proceed with application preparation and project implementation under the selected firms, then return contract awards and project updates to council as required by grant rules.
