Healthcare Partners proposes 50,000‑square‑foot Conway clinic; bank and contractor say construction to start this spring

Santina Mayo, CEO of Healthcare Partners, told the Conway City Council on March 16 that the federally qualified health center plans to build a new 50,000‑square‑foot facility in Conway to consolidate primary care, dental, behavioral health and other services under one roof.
"This project represents greater access to health care, expanded services, and a stronger future for Conway and the surrounding areas," Mayo said, adding that the center served more than 16,000 patients last year across multiple counties.
Josh Kate of Mashburn Construction, speaking with the project team, described the site as a two‑story concrete building at the corner of Powell and Fourth with parking to the rear and side and an integrated plaza and pedestrian walkway. Kate said the team expects to mobilize in 30 to 45 days pending final permits and loan closing, with a construction duration of about 16 months.
"We have a precon meeting scheduled with your team on Thursday afternoon," Kate said, describing planned coordination with the city’s planning, zoning and stormwater staff.
George Williams, board member and longtime local funeral director, said the project creates community amenities such as an expanded community garden and a small park-like area for patients between appointments.
Lee Belchure, representing First Citizens Bank, said the bank has issued a term sheet and is working toward a final commitment. "We are working to finalize that and we are excited to partner," Belchure said.
Mayo and the project team named several partners on the project, including Mashburn Construction, Novas Architects, Thomas and Hutton, and Terracon; they said the design pays attention to setbacks and existing utilities and that staff across city departments had been responsive.
Next steps cited by the presenters include final permit approvals with city staff and closing the loan. The project team requested continued city collaboration during permitting and site work; Council members thanked the group and expressed support for the proposal.
The presenters did not provide a finalized construction contract amount or the exact loan terms; Lee Belchure said a term sheet is in place and the bank and developer are working toward final commitment.
