Sean Hoover presented the parish’s 2025 procurement recap to the finance committee, reporting that procurement completed 211 projects during 2025 with a total estimated value of about $52 million.
Hoover broke the total into procurement types: bids (including public‑works bids) accounted for about $34 million; quotes were roughly $5 million; requests for proposals were about $5.6 million; and professional services totalled about $7.5 million. He added that public‑works construction accounted for about 95 projects valued at roughly $37 million, and professional services work comprised 53 projects valued at about $7.5 million.
Hoover reviewed active items in the 2026 procurement queue (several district road and drainage packages, bid opening dates and contract statuses were listed) and said the department processes approximately 6–7 hundred requisitions per month, roughly 8,000 per year. He told members the department is developing an online bid platform and a vendor portal to reduce paper, streamline filings and allow vendors to track payments and contract status; the portal will require vendor training.
Committee members asked for district identifiers to be included in future procurement presentations; Hoover agreed to add those details. There were no objections to advancing related budget and capital items after the procurement briefing.
