Mr. Perkins described the Mandeville project as a shore‑protection and marsh restoration effort that includes a one‑acre rock berm, about 4.75 acres of marsh platform using dredged and supplemental material, and a 1,100‑foot diversion canal. He said the city of Mandeville manages construction and permitting and that parish funding will match a grant from the Coastal Protection and Restoration Authority.
He also said the Wetlands Plan Phase Three amendment (bringing that project to a $241,290 total) will fund a focused review of parish ordinances, jurisdictional mapping, and critical‑drainage‑area buffers to assess consistency with anticipated federal waters‑of‑the‑United‑States rulemaking. The $100,000 program‑management amendment will advance engineering, stakeholder coordination and alignment with funding and permitting for the parish’s role in the Lake Pontchartrain storm‑surge reduction and coastal storm and flood risk management efforts.
A council member asked whether the city’s seawall work was part of the parish project; Mr. Perkins said the seawall was separate and the parish amendment focuses on the diversion canal and marsh platform, and that one of the items in the package is reimbursement for completed work.
Committee members were told a short presentation on Slidell levee projects and program status would be made to the infrastructure committee later the same day. The finance committee voted to advance the capital amendment package to the next stage of review.
