The Northampton County Board of Commissioners approved a memorandum of understanding (MOU) establishing the county as fiscal agent for the Halifax–Northampton Re-entry Council.
Staff described the MOU as the document that delineates responsibilities between the council and the fiscal agent (the county), noted two minor edits to the draft — clarifying that council employees are employees of the council (not county employees) and adding the county's identification clause — and added insurance requirements to protect the county's interests. The arrangement was described as grant-funded and contingent on receiving state awards; staff said the council has four to six individuals currently in housing and is pursuing both state and private funding.
County staff explained the $33,000 figure would be the fee the county retains to administer the grant once funding is available. Commissioners approved the MOU by voice vote; staff said nothing will be funded until grant monies are received.

Staff will finalize the MOU text, set up grant budget and administrative processes, and proceed when grants are awarded.
