Texarkana City Council unanimously approved an ordinance on March 9 to rezone the east 50 by 66 feet of Lot 12, Block 17, Rochelle Heights (507 West 38th Street) from Single‑Family 2 to Two‑Family 2 so the zoning matches an existing duplex on the property.
During the public hearing, a speaker for the applicant said the property contains a duplex but the legal description and zoning record did not match. City staff and council members confirmed that Planning & Zoning had recommended the change to legalize the current two‑family use. Council temporarily paused to verify the mapping and the legal description, then reconvened, closed the hearing and approved the ordinance by voice vote after the caption was read by City Secretary Jennifer Evans.
Council Member Paige moved approval and Council Member Hart seconded; the motion carried unanimously. No changes to structure or use were required beyond bringing zoning into conformity with current use.
Staff will update official zoning maps and the ordinance record to reflect the approved change.
