Womba residents ask council about water access and city limits, officials say no annexation planned

Shiranda Nashard asked whether Womba residents would have a choice to retain well water if city water were extended and requested resources for low‑income and elderly residents to test wells for bacteria and nitrates. "We would like to know what the future looks like because we know it's a lot of commercial buildings that are coming down 559," Nashard said.
Renee Boyd described a history of relocated city‑limit signs and said Womba residents were concerned the Texarkana City limits were "creeping" toward Womba. Several speakers expressed a desire to maintain their community identity and to know whether annexation or mandatory utilities would follow.
City staff and council members responded that Womba lies outside city limits and that the city has not initiated annexation in that direction. Staff clarified that signage along state highways is controlled by the Texas Department of Transportation and that any sign moves would not typically be performed by the city. Council offered to have staff follow up with the Womba residents and provide additional information and resources.
The statements were delivered during the public‑comment portion of the meeting; no council action was taken on annexation or utility extension at the session.
