Council OKs $2.13 million water‑looping project to improve pressure and reduce flushing

Texarkana City Council approved Resolution 2026‑033 on March 9 to authorize a contract with Campco, Inc., for the Water Looping Phase 2 project, a 24‑inch main crossing beneath the railroad and tying West Broad to South State Line. The contract ceiling presented to council was $2,132,15.78 (transcript amount reflects formatting inconsistencies); funds are budgeted in the Utilities 2025–26 capital improvement fund.
Gary Smith, executive director of TWW, said the area south of State Line experiences high flushing and poor water quality due to "water age," and that the 24‑inch loop (about 3,600 feet) would increase resilience by improving flows and pressures and by reducing the amount of flushing required during warm months.
"Not only will it help with the water quality, it's also going to help with the water pressures and the quantity of water in that area south of State Line," Smith said.
Council Member Meadow moved to approve the resolution; Council Member Davis seconded. The resolution passed on a voice vote.
The project is intended to address operational water quality issues identified in the city's 2011 master plan and subsequent updates; staff said the construction will reduce long‑standing high‑flushing demands in the corridor and support service reliability.
Staff will return with a construction schedule and street restoration plan for the railroad crossing and associated right‑of‑way work.
