Council approves $427,500 contract for nonrevenue water analytics to cut system losses

Texarkana City Council voted March 9 to authorize a contract with Holistic Utility Solutions for a Phase 2 nonrevenue water reduction dashboard and analytics project not to exceed $427,500, with the citys share approximately $260,482.
The vote followed a briefing from Gary Smith, executive director of TWW, who said the citys Phase 1 work had identified unbuilt or misbilled services and increased revenue by about $65,000 a year. He told the council the systems nonrevenue water was roughly 36 percent higher than the Texas average and said the proposed Phase 2 package would install pressure sensors and sampling stations, meter automatic flushers, add leak‑detection inputs and integrate those data into a hydraulic model and the citys SCADA system.
"Once it's created, we can use it to monitor daily," Smith said, describing how the dashboard would flag areas with pressure drops or excessive flushing so crews can target repairs or adjust practices.
City officials said the project is intended to reduce routine flushing and locate site‑specific losses rather than fund large capital mains; staff noted an automatic metering infrastructure (AMI) construction project currently underway should address aging meters and is expected to be complete this summer.
Council Member Thompson moved for approval and Council Member Davis seconded. The resolution passed on a voice vote.
Staff will return with implementation details, including the location of sensors and expected integration timelines. The project is funded from the FY2025–26 TWW Capital Improvement Fund.
