Hamstead planning commission receives water-project timeline and local development updates

The Hamstead Planning and Zoning Commission on March 25 heard a progress report on the town’s water infrastructure and updates on local private development.
Zoning Administrator Jim said the pipeline contractor is on the final portion of task four and that crews will begin permanent pavement patching on Shiloh Road next week. "They anticipate being done pretty much middle to end of May for the pipelines," Jim said. He added that construction of four water treatment plants will begin in mid-April and that the current project schedule lists a completion date of July 6, 2027; sequencing will have the first plant up and running in late December 2026 or early January 2027.
The timeline matters because the town must sequence road repairs and plant construction. Jim told commissioners the contractor is installing two plants first and will then move to the remaining two, and that dirt-moving for plant sites will begin next month.
Commissioners also received brief updates on private development in town. Jim said work is underway at the Pantherlex site, where rooftop solar panels and ground-mounted equipment are being installed. He said the town approved an exterior Boys & Girls Club sign through staff review. "If you drive past there on a weekend and you see those parking lots filled, what's going on in there is they have dance competitions," he added, noting regional draws to the facility.
On commercial retail, Jim said a Chipotle franchise is replacing the Taco Bell/KFC property and that construction has started with an anticipated summer opening.
Why it matters: the water-project schedule affects road repairs, timing of approvals and construction sequencing, and the commission will need to coordinate with county reviewers on stormwater and pavement work as the town and private developers move forward.
Next steps: town staff will continue to monitor the pipeline contractor and the water-plant contractor’s schedule; commissioners did not take formal action on the infrastructure report during the meeting.
