Staff described Dickenson County Recovery as a local nonprofit operating two nine-bed facilities (one for women, one for men) that provides recovery services and sometimes relies on an indigent bed funding mechanism when participants cannot pay user fees. The nonprofits proposed a joint application to the opioid abatement authority; Russell County would serve as fiscal agent for the joint application.
Board members noted the county previously approved similar awards to the nonprofit and that the opioid-settlement funds are restricted to uses that address the opioid crisis; staff said the funds would not come from the county general fund. The motion to participate and the separate motion to commit $75,000 from the countys opioid-abatement funds both passed by voice vote.
Board members stressed that the countys match is contingent on the nonprofit receiving the grant award; if the application is unsuccessful, no county funds will be disbursed.
