The Los Gatos Town Council unanimously approved a planning recommendation on Feb. 17 to modify the Green Ridge Terrace plan development ordinance, allow two lot‑line adjustments among three properties south of Blossom Hill Road, and implement a zone change that will bring one parcel outside the PD into HR1 zoning.
Staff explained the project involves three undeveloped parcels, two within a planned-development (PD) area and one outside it, and that the proposed lot-line changes would align property boundaries with topography and a planned trail. “All proposed lots would meet the zoning requirements for HR properties and all other aspects of the PD would remain unchanged,” staff said in the presentation.
Applicant representatives — including Mark Ellenburg and consultant Amanda Mousie Berdell — described the specific adjustments: one diagonal realignment to keep a public trail from crossing private yards and another small transfer of land to make one lot more compliant and buildable. “Between lot one and lot two … make that line a diagonal to more closely align with the trail,” Berdell said, adding that the trail and scenic easements will remain.
Council members asked whether the three properties were owned by the same party and about the applicant timeline; staff and the applicant said multiple owners are involved and that the lot‑line adjustments will take roughly two to three months to perfect, with building timelines dependent on market timing and the owners’ plans.
Council Member Badami, noting the planning commission’s unanimous recommendation and that all property owners had agreed, moved to adopt the staff recommendation, which passed unanimously after disclosures and brief comments. The council directed staff to introduce ordinances to repeal and replace the applicable PD ordinance and to process the required zone‑change ordinance.
The decision clears a key procedural step for the owner/applicants; applicants said construction timing will depend on market conditions, with one owner ready sooner but actual development possibly a couple of years away.
The council vote followed the public‑hearing period during which no written comments had been filed and no public opposition was recorded at the planning commission or in writing to staff.
