City staff said the property had become an attractive nuisance with ongoing loitering and vandalism; police and code-enforcement officers have been monitoring the site and made arrests related to criminal activity there. The council asked staff to continue efforts to abate the nuisances and to report back on next procedural steps.
No new court order was issued at the meeting; council discussion focused on administrative abatement actions available while legal proceedings continue.
