Council advances first reading of statewide building-code updates set to take effect Jan. 1
Summary
Montclair held a first reading and approved adoption of the state’s triannual California Building Code updates (Ordinance 25-1016), noting the energy code had the most substantive changes and several updates address fire-resistant materials; second reading set for Dec. 15.
The council gave a first reading and unanimous vote to adopt the latest triannual California Building Code updates, which staff said will take effect Jan. 1, 2026, once the city adopts them.
The building official said 12 parts of the state code are part of the update, and the energy code contained the most significant changes affecting new construction. He noted that recent wildfires have prompted new regulations for fire-resistant materials, such as roofing, and that some updates address safety considerations for small homes and accessory dwelling units (ADUs).
Councilmember Mendes moved to approve Ordinance 25-1016 for first reading; Mayor Pro Tem Tim Martinez seconded and the motion passed on an electronic vote, 4-0. The ordinance will return for a second reading on Dec. 15. Staff said links to the state code sections are in the staff report and that hard copies are available for review in the building office.
