Resident urges Wildomar leaders to show presence, warns stigma harms people experiencing homelessness

Elaine, a Wildomar resident, told the City Council during public comment that leadership must pair policy with visible presence to avoid stigmatizing residents and neighborhoods. “Leadership just isn't about policy. It's about presence,” she said, urging officials to consider how comments from staff and leaders shape public perception.

Elaine referenced remarks she said were made at a prior meeting by the interim city manager suggesting the city “would have never allowed this project if given the choice,” and said that language dismissed the development and the people who live there. She said the remark and subsequent treatment made people she knows feel unsafe: “I personally was followed home from law enforcement after the meeting,” she said.

She proposed that public safety be reimagined as a partnership: officers should “show up not just to enforce but to engage,” she said, and suggested officers volunteer at clean-up days, mentor youth, co-host wellness workshops and attend neighborhood circles to listen and problem-solve. “When police serve as neighbors first, they become trusted allies,” Elaine said.

Council members did not take action on the points raised during the public-comment period. After the comments, meeting leaders thanked speakers and moved on to agenda business.
