The action followed a presentation from the Rail Authority arguing a southeast site (generally west of Highway 99 and south of Mission Boulevard) would reduce years of downtown construction, lower schedule and right‑of‑way risk, and better align with areas the city and county have identified for growth. “We are moving from civil works into rail delivery,” Peter Whippy, chief of external affairs for the California High‑Speed Rail Authority, told the council, describing procurement and track‑laying milestones and the reason the Authority is reexamining station siting.
