Deuel County approves asphalt-plant permit and fairgrounds lease amid road concerns

The Deuel County Board of Commissioners approved a conditional use permit for an asphalt plant at the Deuel County fairgrounds and voted to sign a lease with Werner Construction allowing an on-site asphalt plant through Aug. 3, 2026.
Planning & Zoning Administrator Michele Bartlett presented conditional use permit #2026-03 for Werner Construction, which the board approved after a motion from Commissioner William Klingman and a second from Commissioner Jean Timm. The board recorded aye votes from Timm, Klingman and Chairperson Jim Reichman. Bartlett also presented multiple building and utility permits — two Wheatbelt PPD power-pole permits, a pole-building permit for parcel ID 1200.05 and a Black Hills Energy utility permit for work on Road 169 — all recommended by the Planning and Zoning Board and approved by the commissioners.
Highway Superintendent Toney Krajewski told the board the south 600 feet of Road 189 is showing severe asphalt deterioration and is vulnerable to washouts and blowouts. Krajewski recommended leaving that stretch as-is until dedicated funding can be secured and said crews will pursue interim improvements. Following the road update, the board approved a motion by Klingman, seconded by Reichman, to sign the lease agreement with Werner Construction for use of the fairgrounds for the asphalt plant; the motion passed with Timm, Klingman and Reichman voting aye.
Commissioners and staff discussed related project management: Bartlett said she and County Attorney Stellar are working to retain an engineering consultant for the Perkins Canal project and noted pending changes to the building permit fee structure that will be presented later.
Votes at a glance: the board approved the consent agenda and minutes; proclaimed May as Mental Health Month on a unanimous vote; approved CUP #2026-03 for an asphalt plant; approved multiple building and utility permits recommended by Planning & Zoning; authorized a lease with Werner Construction through Aug. 3, 2026; and approved payroll and claims totaling $119,318.33, with Chair Reichman recorded as an abstention on the claims vote.
