Rome Board of Estimate Contracts approves budget transfers, contracts and property sales

Brian Adams explained the budget transfer as "the stragglers that were missed the first time," describing the entries as standard year‑end accounting adjustments that needed to be recorded. The board moved and approved Resolution No. 65 to authorize the 2025 transfers.
Members approved Resolution No. 66 to advertise the Legacy Center facility operations and management solicitation (RFP‑2026‑011) after amending the title and text on the floor to replace the phrase "advertise for bids" with "advertise for proposals" for accuracy. Councelor Feny said the wording "probably should be for accuracy" before the amendment was moved and seconded and the amended resolution carried.
The board also approved Resolution No. 67, authorizing the mayor to enter into an agreement with Labella Associates DPC for construction inspection on the NYS DOT South James Street bridge project; Resolution No. 68, a $30,000 agreement with Barton and Lejudas DPC; and Resolution No. 69, an agreement with VIP Architecture Associates DPC in the amount of $457,900.
Two property sales were approved. Resolution No. 70 authorized the sale of a city parcel at 420 West Park Street for $1,000, and Resolution No. 71 approved a rehabilitation agreement and the sale of the parcel at 3 Cass Street for $5,000.
The board removed Resolution No. 46 from the table and approved an extension of an agreement with Oneida County for a traffic ticket diversion program; a member said the council had approved the item the prior evening. No public speakers or department reports were offered during the meeting, and no opposition to the listed motions was recorded on the audio.
The meeting adjourned following the package of motions and votes. No future meeting date was set in the transcript.
