Herkimer County IDA advances multiple project applications, ratifies sewer study and accepts state DRRI funding

The Herkimer County Industrial Development Agency on a voice vote approved routine meeting minutes and financial reports and moved several development applications forward, the board announced.
The board ratified participation in a regional sewer study, agreeing to pay one-third of the study cost. Chair said the total study is $73,000 and that the IDA’s contribution is to ratify work already under way. The motion to ratify the study passed by voice vote.
Board members also approved the acceptance of application materials and cost‑benefit analyses for several projects, including an acquisition project on Riverside Drive referred to in materials as “79 Riverside.” The agenda included requests for PILOTs, sales tax exemptions and mortgage recording tax considerations; the board voted to accept the application and related analyses and to adopt seeker/approving resolutions as appropriate.
Pacemaker Steel’s application to rehabilitate an industrial building in Frankfort was accepted and companion inducement resolutions were approved, the board said. The staff presentation noted the package includes sales tax incentives and the standard mortgage recording tax treatment used in past projects.
The board heard that the IDA has been awarded $600,000 in small‑project funding through a Downtown Revitalization (DRRI) program administered by New York State Homes and Community Renewal; staff said the program will operate on a reimbursement basis. Victoria, IDA staff, said marketing and outreach to make the application process available to downtown small business owners will follow, with the application linked via a QR code on the IDA website.
Several other inducement resolutions and application acceptances were approved for parcels in the Udica/Utica area, including materials related to Skyler Business Park and a tenant identified as Udica Roof Pros; staff said some contract and closing steps remain and additional discussions may occur in executive session.
After an executive session, the board approved a contract extension with a property vendor for up to two years. The meeting adjourned following the vote.
What’s next: staff said a public hearing for microenterprise awardees is scheduled at the county legislative chambers and that staff expect to complete remaining grant draws and program closeouts in the coming weeks.
