Glen County adopts mobile-home reporting requirement; tax office to install renewal kiosk at Publix

Glen County commissioners unanimously adopted amendments March 19 to the occupational tax and mobile-home-related sections of the county code, including a new requirement for mobile-home park owners to report ownership and occupant information annually to the tax commissioner's office.
Tax Commissioner Jeff Chapman told the board the reporting requirement is intended to protect residents in rent-to-own arrangements who sometimes discover titles were never transferred or proper lien procedures were not followed. Chapman said the county reviewed practices in other Georgia counties and modeled the proposed changes to improve administrative oversight and consumer protections.
The adopted changes revise multiple code sections (cited in the meeting as 2-6-41, proposed new 2-6-42, and amendments to 2-14-52 and 2-14-55). The county attorney confirmed the changes meet statutory criteria. The board approved the ordinance amendments unanimously.
Chapman also announced a negotiated, no-cost kiosk agreement with a vendor to provide tag and driver-license renewals at the county's Publix location; the kiosk is expected to be operational by July and is intended to offer residents an additional, later-hour service option for renewals.
Commissioners and staff did not provide fiscal impact figures for implementation during the meeting; Chapman said online and electronic reporting options will be used for the mobile-home reporting requirement.
