Mariemont council accepts JK Muir bid for 2026 street rehab, approves $15,000 appropriation

Council members accepted the Public Service Committee’s recommendation to award the 2026 street rehabilitation contract to JK Muir Corporation and approved a temporary $15,000 appropriation to allow the contractor to begin work.
The committee report presented by Mrs. Wells summarized bid adjustments that produced a net village cost of $270,000. "After all these calculations, our total cost for the project is $270,000," she said, noting the committee added $9,500 for a sinkhole repair, removed $16,000 for a segment already patched, and deducted $63,800 because that portion is covered by an Ohio Public Works Commission (OPWC) grant.
Fiscal Officer Kelly Rinken told the council the $63,800 OPWC award has already been approved; other grant money remains possible but not guaranteed. "We've already been awarded it," Rinken said regarding the OPWC portion, and council members agreed the village could not count on additional grants when authorizing the contract.
Council members discussed which streets the contract would cover — including Miami Bluff, West Street (including the portion by the school), Center Street (the Bluff to Mount Vernon segment) and Indian View south of Wooster Pike — and emphasized the need to avoid delaying the contractor on urgent repairs. Committee members recommended appropriating $15,000 from the permanent improvement fund to bridge the shortfall between the previously appropriated $255,000 and the $270,000 project cost.
On a motion, second and roll-call vote the council unanimously adopted legislation accepting JK Muir’s bid, authorizing the mayor/engineer to enter a contract, and initially declared emergency to allow prompt start. The council subsequently voted to revoke the emergency clause.
The legislation accepted the bid, authorized the contract award to JK Muir, and set the appropriation action to cover the $15,000 gap; council members said they would apply any later grant receipts back to the street fund if additional funding materializes.
