School board selects MRK Design as low bidder for new administration building

The Carroll Consolidated School Corp. board voted to award the administration building construction contract to MRK Design, whose base bid was $626,176 and includes a $25,000 contingency allowance, the board heard during its regular meeting.
Jeremy Dup of KJG, who ran the district's bid process, told the board the project drew seven bids (one was disqualified) and that six qualified proposals ranged roughly between $626,000 and $679,000. "We had a lot of interest and ended up uh getting seven bids last Thursday... six of the bids were qualified and they ranged between 626,000 and 679," Dup said, noting the low bidder was MRK Design (Mike King of Flora).
Dup emphasized that the construction bids do not include demolition, furniture, final IT hookups or some equipment. "The demolition was not part of those bids... the contractor will put the conduit, pull all the cable, but then it will be up to Jamie or a vendor of yours to make all those final connections," he said.
The board also discussed optional alternates that would add cost: an $8,600 two-stage furnace intended to improve humidity control in rarely occupied spaces, and a possible upgrade to a standing-seam 40-year metal roof that the second bidder recommended. Board members said they expect more discussion at the April meeting before selecting any alternates.
On demolition, the board approved Harvey Miller Excavating to remove the existing administration building at a cost of $17,900. A consultant on the project reported four demolition quotes with most clustered closely; he cautioned unknowns in block-wall interiors and the volume of gravel required to restore the site may affect contingency use.
Administration reviewed the overall budget calculus that led to moving forward: building construction with the addition was listed at $634,850; demolition roughly $17,900; technology and infrastructure (switches, video conferencing, boardroom audio/video, security and access control) budgeted at about $35,000; and furniture at about $47,250. Officials said these are estimates intended to fit within a broader $750,000 planning target, and that some line items remain to be finalized.
Board members approved the construction award and the demolition contract by voice vote; no roll-call tallies were recorded in the meeting transcript. The board also asked staff to return with details on roof and furnace options at the next meeting. With demolition expected to start in April, administration arranged to hold future board meetings in the high school media center while the building site is cleared.
