FCPS directors report EdPlan rollout, parent survey and IEP note changes; parents ask for clarity

FCPS directors said EdPlan now gives parents access to their child's historical records, transportation staff completed training, and the CCAC heard parent concerns about the removal of meeting notes and the role of prior written notice for IEPs.
Department directors told the committee that all Individualized Education Program (IEP) historical records are now available to parents through the EdPlan portal and that staff are preparing for Extended School Year (ESY) planning and next school-year updates.
Troy Keller and Katie Buckley reported rollout milestones: transportation staff completed three levels of professional learning; the parent involvement survey (MDParentSurvey.com) is open through June 5; and the special education action plan, historical reports and ESY materials are posted publicly. Directors said 11 families attended five parent listening sessions and that administrators will analyze common themes from those conversations.
Parents raised concerns that meeting notes previously provided at IEP meetings were not consistently available after the EdPlan transition. Directors explained the district's intent to streamline documentation into the prior written notice (PWN) and said the district will require summer professional learning for administrators on PWN to ensure meeting content and next steps are clearly described. Directors also reminded parents that meetings may be recorded on request and that schools will record IEP meetings if families request it.
Staff and parent members praised EdPlan’s usability and said many families found the portal easier to access than prior systems. Committee members encouraged continued outreach to improve meeting participation times and virtual-link accessibility for families.
