Mayor Singh highlights Measure Q funding for public safety, new hires and equipment

Mayor Singh used the 2026 State of the City address to outline how Measure Q revenues are funding a series of public-safety and infrastructure upgrades in Manteca.

"Measure Q gave us the engine," Singh said, calling the measure the source of new hiring and equipment purchases. He said the council approved $2,500,000 to offset future gas-tax revenue declines, $2,000,000 for essential street repairs, $2,000,000 for police fleet and equipment replacements, and $4,000,000 to purchase two new fire engines.

The mayor also described staffing increases tied to those investments: "We’ve approved 12 new public safety positions — nine firefighters and three police officers," Singh said. He credited a $2,690,000 SAFER grant that will support firefighter hires and a $718,000 AFG grant for breathing equipment that bolsters the department’s emergency response capacity.

Singh framed the measures as both immediate and strategic: improved response times and updated equipment, he said, will strengthen neighborhoods and provide long-term public-safety benefits as the city grows. He added that the city welcomed a new fire chief, Stephen Islas, and that the new police facility under development reflects a decades-long effort to modernize public-safety infrastructure.

The mayor closed the public-safety portion of his address by saying the investments are intended to prepare Manteca for current demands and future growth; no formal council action or vote on those items occurred as part of the event.
