Commission approves work groups on program integrity and late-career entrants

Taylor Linke, acting chair of the LTSS Trust Commission and chief of staff at the Health Care Authority, brought members into discussion on forming two work groups. Ben Vechte, director of the WA Cares Fund at DSHS, proposed a work group to review program integrity measures and a second to study late-career workers who move to Washington and may qualify under the temporary (3-of-6 years) contribution pathway.
Commissioners asked clarifying questions about how the temporary pathway operates and how the Employment Security Department would verify contribution histories for applicants. Ben described an application workflow that checks contribution records with ESD and schedules a functional assessment when contribution and ADL-based eligibility appear to be met.
Senator King moved to form the two work groups and Representative Tharinger seconded. Voting members present verbally indicated “aye” and the chair announced the motion carried with no opposition.
The Commission tasked staff to recruit commissioners to participate in the work groups and to report back on recommended membership and timelines.
