"This is a potential pathway to November 2027," a consultant said, describing milestones that include community workshops, cost validation in summer work, steering‑committee development in late fall and a focused campaign once project scope is finalized.
Campaign consultants said they can support the district with community surveys, focus groups, ballot-language review, printed materials and digital outreach, but emphasized legal limits on advocacy by district staff. "We can help with ballot language, signage and FAQs — but district communications must remain informational," said Jen Hubel, who identified herself as a bond‑campaign communications manager.
