Steve Gilbert presented the item, and Shane Terry, appearing remotely, explained that Lander County recently lifted a long-standing moratorium on retail dispensaries and the licensee is still assessing site-specific feasibility and zoning. Terry said site identification and due diligence could push timelines and that moving from lease negotiation to purchase and construction could add up to 12–18 months before operations begin.
Board members asked for a three-month status update, and Chair Berry moved to approve the extension to Dec. 1, 2026 with a status update at the June meeting; a motion to approve passed. The board emphasized stewardship and accountability and asked staff to track progress and avoid repeated extension requests.
