Community Development Director Keith told the Planning Commission that staff had received an attorney’s letter from an Oakland applicant asking the city to initiate rescission of a prior approval and that staff and legal counsel are evaluating the best approach.
He also updated the commission on the general plan and zoning update: staff completed an initial parcel-by-parcel review to identify parcels owned by government entities, utilities or federally controlled lands and flagged parcels that may be undersized relative to current zoning. Keith said the city currently has no budget to hire consultants for the 2026–27 fiscal year and proposed conducting as much internal work as possible before contracting outside consultants. He offered to schedule a workshop within two weeks to discuss broad topics and next steps if the commission agreed.
Commissioners discussed scheduling and several said they would prefer not to meet in two weeks; staff indicated they would schedule the workshop and refine topics if the commission concurs.
The commission did not take action on the rescission request during the meeting; staff said the matter is "to be continued" while legal and staff evaluate next steps.
