Clerk Rogers read a slate of items distributed in advance: approval of the April 21, 2026 meeting minutes; Ordinance 2026-10 (amending chapter 2.04 of the Richland municipal code related to administrative code); and several resolutions including an amendment to the Tapto Properties LLC infrastructure agreement (stormwater conveyance), a consultant agreement with Control Systems Northwest LLC for water/wastewater SCADA replacement, Change Order No. 5 with Ellison Earthworks LLC for the South George Washington Way intersection improvements, a purchase-and-sale agreement for 1300 George Washington Way in support of downtown connectivity improvements, an on-call SCADA services contract with Control Systems Northwest LLC, and an award to Granite Construction Company for the 2025 overlay project. The council also approved the appointment of Ken Buechler to the board of adjustment.
A council member moved to approve the consent calendar and a second was recorded. Clerk Rogers conducted a roll-call vote; all members present voted in the affirmative and the mayor declared the motion passed unanimously.
The vote clears the listed contracts and actions to proceed under the terms described in the city’s consent materials; no items were pulled for separate discussion during the meeting.
