Board reviews student expression policy and Neola recommendations; staff to draft administrative guidelines

At the start of policy discussion, the presenter told the board that 17 policy recommendations were included in the board packet and that one item — a student expression, peaceful assembly and demonstration policy — was carried over from February for further work.

Trustees and staff discussed the challenge of drafting policy language that is legally sound yet readable for students and families. Board members asked staff to produce administrative guidelines as a companion document and recommended creating a student-handbook version so high-school students can readily understand expectations.

Staff noted Neola's overview document was included in the packet to explain the rationale behind recommended changes and flagged two policies included for information only (the comprehensive school health education draft and a sex-education policy draft).

One trustee asked about specific wording—whether "protest" or "demonstration" better reflected the board's intent—and staff said they would work with legal counsel and use consistent language across policy, guidelines and the student handbook.

The policy packet was introduced as a first read; staff said it would return for further review in April with potential action in May or later.
