Peninsula Clean Energy seeks council sign-off on rebrand to Westlight Energy, highlights local savings and programs

Shawn Marshall, chief executive officer of Peninsula Clean Energy, told the Foster City Municipal Improvement District on April 6 that the agency will ask the council to approve a joint-powers agreement amendment to change its public name to Westlight Energy. Marshall said the change is intended to reduce customer confusion between 'PCE' and Pacific Gas & Electric and to reflect the agency’s broader service territory.
Marshall said Foster City customers have benefited from nearly $10,000,000 in cumulative savings since the agency’s inception and that the agency has returned about $3,000,000 in community reinvestment dollars for local credits and rebates. He described a default 100% carbon-free portfolio, said the portfolio is a little over 60% renewable today, and affirmed a goal of reaching 100% renewable by 2030.
On program details, Marshall noted Peninsula Clean Energy funds or administers local measures including 84 EV charging ports and about 125 home-electrification rebates and said the agency offers 0% interest loans with five-year repayment for home retrofits and battery storage.
Regarding rates, Marshall cautioned that the current roughly 10% generation discount could be reduced depending on budget results and utility exit fees: 'They may not be as deep as 10%,' he said, adding the board and audit/finance committee will review fiscal performance and the FY budget in June. He also described a planned residential solar-plus-storage offering and ongoing community outreach tied to the agency’s 10-year anniversary.
The JPA amendment to change the public name to Westlight Energy appeared on the council’s consent calendar and was adopted as part of the consent calendar vote.
