Chavarria also warned that some area meetings may have created “serial meetings” in violation of the Brown Act and urged clearer public-engagement options.
Staff response: Deputy City Manager Phil Burn presented broader housing statistics and referred the public to a comprehensive housing report for more detail; the report was presented previously by the housing manager.
