The Town of Yarmouth Conservation Commission approved multiple Certificates of Compliance (COCs) on May 7 and ordered follow-up administrative reviews for minor unpermitted items found during site inspections.
For one site, staff reported an unpermitted permeable walkway that replaced turf. Commissioners characterized the walkway as minimal and pervious and agreed to issue the main COC while placing the walkway under an administrative after-the-fact review for mitigation. The commission also authorized COCs for two Blue Rock Road projects and a pool/bulkhead project at Compass Drive, noting one recorded nay on a particular COC vote for 14 Compass Drive.
Staff directed several applicants to remove stored items (boats) and clean up the site before final COC issuance where appropriate, and requested that applicants follow restrictions on fertilizer, pesticides and irrigation within 35 feet of resource areas. The commission agreed that minor unpermitted features that are pervious could be handled administratively and that larger or disputed items should return to the commission for formal notice of intent or enforcement orders.
