Grantsville council approves minutes and invoices, hears college presentation and rodeo proposal

At the start of its Feb. 18 meeting, the Grantsville City Council approved the Feb. 4, 2026 meeting minutes and the listed invoices. Councilmember Derek Dalton moved and Councilmember Jeff Williams seconded the motions; Dalton, Skinner, Thomas and Williams voted Aye and Councilmember Butler was absent.
Kent Thygersen, interim president of Tooele Technical College, presented an institutional update and introduced Ty Dobman as the 2025–2026 Student of the Year. Thygersen said the college is a local workforce partner, noting approximately 20% of its employees and 15% of students live in Grantsville. Dobman described his path from a potential professional football career to enrollment in the college’s police academy and said the training led to employment with the Tooele County Sheriff’s Office.
Planning and Zoning Administrator Shelby Moore proposed reintroducing a rodeo at the city’s rodeo grounds in May, a facility that has not hosted a rodeo in roughly 15 years. Moore presented preliminary cost estimates, anticipated sponsorship revenue and ticket sales, and recommended hiring a consultant to manage the event due to staff capacity constraints. Councilmembers expressed interest and requested additional financial details and public input; no formal direction was given.
Moore also reported that the Matthews Lane roadway and utility reconstruction project received a Project of the Year award from the Utah Asphalt Paving Association; the council acknowledged the award and thanked staff for the nomination and work.
The meeting adjourned at 8:56 p.m after a motion by Councilmember Jeff Williams and a second from Councilmember Brittany Skinner; the vote was unanimous among those present.
