Grantsville City Council voted unanimously on March 4 to approve three ordinance/resolution items and approved invoices; minutes from the Feb. 18 meeting were deferred.
Ordinance 2026-13 (rezone at 519 W Main). Planning & Zoning Administrator Shelby Moore presented a request to rezone approximately 519 West Main Street from A-10 (Agricultural) to C-S (Shopping Commercial). Applicant Ross Shelton said he intends to use the site for RV storage and confirmed no structures were proposed. Councilmembers raised questions about buffering, adjacent zoning, parcel history and conditional-use review. Councilmember Butler moved to approve Ordinance 2026-13; Councilmember Dalton seconded. Vote: Butler, Dalton, Skinner, Thomas and Williams voted “Aye.” The motion carried.
Resolution 2026-12 (garbage-fee timing). Finance Director Aspen Clegg proposed amending the fee schedule to shift the annual 2% garbage-rate adjustment from January to July to align utility adjustments and simplify billing. Clegg noted the 2% increase was already adopted and that the January 2026 increase had already occurred; if the amendment stood, the next increase would be July 2027. Councilmember Butler moved adoption; Councilmember Skinner seconded. Vote: unanimous "Aye." The motion carried.
Ordinance 2026-14 (firefighter stipend). Fire Chief Jason Remick, with Assistant Chiefs Erik Stromberg and Steve Clark, proposed converting the firefighter appreciation line item into an annual stipend program for volunteer firefighters, tied to minimum participation standards (call response, training hours, meeting attendance, certifications). Estimated stipend amounts begin near $250 for minimum participation and the program was projected to remain within the existing $10,000 budget line. Councilmember Thomas moved to approve; Councilmember Dalton seconded. Vote: unanimous "Aye." The motion carried.
Other actions. The Council approved invoices by motion (Butler moved; Williams seconded) with a unanimous vote. Minutes from the February 18 meeting were not ready for approval and were deferred to the next meeting. With no further business, the Council adjourned at 9:02 p.m.
The Council gave no final vote on the proposed land swap with Dave and Teresa Reed; staff were directed to proceed with required public notice and a hearing before any formal action or expenditures are authorized.
