The Town of Yarmouth Conservation Commission approved a bank-stabilization plan on May 7 that combines fiber-roll toe stabilization, invasive‑species removal and planting of a native buffer, and it attached monitoring and nourishment conditions to limit environmental impact.
Jen Crawford, representing Crawford Land Management, told the panel that overlaying an older survey with current data “we were able to…deduce that there had been a loss of 5 feet of the top of that coastal bank” in the area proposed for stabilization. Crawford also provided a range for potential beach nourishment — 8 to 15 cubic yards — and recommended maintenance to keep fiber rolls covered and protected from UV degradation after storms.
Commissioners debated whether annual nourishment would be excessive for an apparent long‑term average erosion of roughly a quarter foot per year. One commissioner recommended a trigger‑based approach; the commission settled on a condition modeled on a Chatham commission practice: staff will authorize nourishment when roughly 30% of the fiber-roll array is exposed. The commission also required grain compatibility for beach fill, restricted nourishment between May 1 and July 31 to protect nesting periods, and directed biannual monitoring that includes salt‑marsh edge observations.
A motion to approve the project with those special conditions passed on a voice vote. Staff will require final plan revisions, monitoring schedules and grain analysis before issuing the final permit and will require the applicant to provide annual monitoring reports or targeted monitoring tied to the exposure trigger.
