Miss Carr, a staff member who presented both items, told the board that the authority’s current bond counsel contract will expire on April 30 and that staff recommended Hawkins, Stella and Wood. Miss Carr said staff had reviewed the proposals and recommended allowing the Comptroller of the Treasury to finalize the contract details.
"The current contract for bond counsel will expire on April 30th," Miss Carr said. She added that "staff's made a recommendation to select Hawkins, Stella, and Wood" and recommended authorizing the Comptroller of the Treasury to "fix the details." The board approved the selection by voice vote.
On the public comment policy, Miss Carr described the change as a procedural cleanup: the draft removed a specific staff member’s name (Sandy Thompson) from the contact line and now refers generically to the "assistant secretary." "This is a cleanup item," Miss Carr said. "It still addressed Sandy Thompson by name when referencing who to contact. So, we've removed that name reference and it now just says assistant secretary." The board approved the revision by voice vote.
