Clark County board approves $3.25 million in roof bids, approves renovation packages after questions about low bidder

The Clark County Board of Education on a 4–0 vote approved construction bids and a revised BG1 form for roof replacement projects at Baker Intermediate and at the Regional Development Center (RDC).

District staff and contractors told the board that Spray Tech’s spray-foam bid for RDC came in about $100,000 below prior estimates, while the low bidder for Baker, identified in board documents as DNI, was roughly $240,000 lower than the next contractor. Staff noted limited prior experience with DNI but said the company had the necessary bid, performance and payment bonds and is a certified installer for the specified metal panel manufacturer.

“The bids came in very well,” the district’s project representatives said, recommending award to the low bidders while noting the need to manage scheduling and adherence to contract documents. Staff described reference checks and bonding as protections if issues arise.

Board members pressed staff on the magnitude of the savings and the district’s ability to oversee a larger project with a newer contractor. Staff said they would hold pre-construction meetings, maintain contract mechanisms to enforce performance and push to keep schedule impacts minimal.

The BG1 form presented to the board combined DNI’s Baker bid with the Spray Techch bid for RDC; the form lists a total project amount of $3,254,495. The board approved the bids and the revised BG1 by recorded voice vote (motion passed 4–0).

Next steps include pre-construction meetings and contract execution; staff said some work will be scheduled to span the summer and may extend slightly into the next school year.

The approval followed routine motions and no member opposed the awards.
