School committee approves Blue Cross Blue Shield pharmacy contract to recover held rebates

Superintendent Don Cowart clarified the item concerns prescription services specifically, explaining the pharmacy benefit moved from Prime Therapeutics to Caremark while the district’s broader health coverage remained with Blue Cross Blue Shield. “This is really about the pharmaceutical part of it,” Cowart said, and he confirmed the rebate dollars referenced are pharmacy rebates.
Members asked about timing and leverage with insurers. Bradford Mayor said he hoped the Interlocal Trust — the cooperative the district recently joined — would provide stronger negotiating leverage and earlier delivery of contracts, but Anderson said large insurers frequently set timing and districts receive contracts when insurers deliver them. Finance staff confirmed the contract was reviewed and recommended.
The committee voted to approve the Blue Cross Blue Shield of Rhode Island contract, 5–0.
What’s next: Staff will finalize the paperwork to secure the rebate and account for the withdrawal fee; any recovered rebates will be reflected in future finance reports.
